Compares how many charges a charge-based spell has right now, so you can spend charges before they cap and stop wasting recharge time: a Beast Mastery Hunter uses Barbed Shot at 2 charges, or a Fire Mage spends Fire Blast when it is full. It matters most on Retail and Classic progression (Mists), where many spells have charges.
