為什麼會用到它
Compares the seconds until a charge-based spell gains its next charge. Use it to spend a charge just before another one arrives, so recharge time is never wasted, for example Barbed Shot or Fire Blast when the next charge is less than 2 seconds away. A spell at full charges reports zero, and a spell without charges is unavailable. On Retail and WoW Forever the recharge can be hidden in combat, and the condition is unavailable while it is.
